ENGLAND'S PLACE IN THE UNION excerpts from SIMON HEFFER'S AN ENGLISH PARLIAMENT MUST FEATURE IN A NEW CONSTITUTION. [Daily Telegraph-JULY 4-2007] * ... The most profound of these concerns England's place in the Union in which the new Prime Minister is such a true believer. The one thing that will make English voters hate Mr Brown whatever he does for them, is that he finds it quite acceptable (and he has said so since his accession) for Scottish and Welsh MPs to vote on matters that concern ONLY THE ENGLISH -and not their constituents.
It remains astonishing that Mr Brown, a clever man, cannot see this injustice and illogicality staring him in the face. He may not find it a problem NOW: BUT HE WILL. I find it hard to believe that the Conservatives will win the next election. I find it easier to believe that they might win 265 0f England's 529 seats, which would mean that English legislation would be passed in the Commons with the help of NON-ENGLISH MPS That would quickly cause a constitutional crisis on a scale not seen since 1911, and one that would be provoked by the intransigence of GOVERNMENT-NOT OPPOSITION. What does Mr Brown imagine the outcome for him and his administration would he of THAT? Would it not be wise, for his sake, to recognise the ENGLISH GRIEVANCE NOW AND PRE-EMPT IT? Then there is EUROPE A draft treaty will shortly have to be ratified by Parliament that erodes BRITISH SOVEREIGNTY on a considerable scale, despite its much-vaunted opt-outs on HOME AFFAIRS JUSTICE AND various "RIGHTS" What is the point in having a NATIONAL CONSTITUTION at all if the powers it supposedly enshrines are to be diluted or signed over LOCK, STOCK and BARREL -for exercise by UNELECTED FOREIGNERS? We hear Mr brown was unhappy at what Mr Blair conceded in BRUSSELS -10 days ago, but is even unhappier at the thought of a REFERENDUM THAT HE WOULD CERTAINLY LOSE Nor does Mr Brown want a CONSTITUTIONAL CONVENTION -of the sort BILLY BRAG
-wrote about here last week, because he takes the old-fashioned view that Parliament should decide those things, too. Indeed, much of yesterday's recipe, like Mr Brown's public persona as a leader, is deeply old-fashioned. With his professed love of Parliament, his devotion to the UNION -his RESPECT for the QUEEN -his pursuit of change within the established frameworks and parameters, his reluctance to change the electoral system and his detestation of PLEBISCITES -he cuts an almost reactionary figure. IT IS CLEVER FOR HIM TO DISCERN WHAT THE NATION CRIES OUT FOR, AND TO GIVE THEM WHAT THEY SO DESIRE:
