The Electoral Reform Society, which has campaigned for proportional representation for 130 years, claimed last month's General Election was the most disproportionate ever.  It said UKIP would have WON up to 80 seats using the type of PR used in many European nations, while the GREENS would have got 20.  UKIP and the GREENS received 5MILLION VOTES, but under the FIRST-PAST-THE-POST system ended up with ONE MP each.  An E R S-commissioned survey said under PR the TORIES would have seen their tally of MPs fall  by almost 100 while  LABOUR would have gone down 24...

National Character and Compromise

 

Part 1

 

 

If by a Constitution is meant a written document or series of documents embodying in statutory or declaratory form the principles and structure of our Government, then there is, in that sense, no such thing as the British Constitution.

 

What we mean by the Constitution is not any deliberate attempt to control and confine our political growth on the basis of a preconceived intellectual plan, reflecting the political theories of a particular group of men or the prepossessions of a particular age, but a living structure continuously shaped in the course of history by the interaction of individual purposes and collective instincts with the requirements of ever varying circumstances.

 

Certain main elements of that structure, such as the Crown and its servants, the Houses of Parliament, the Judiciary and the National Church, have continuously played their part in it but in widely varying relationship and significance.

 

It includes some memorable documentary milestones like Magna Carta, the Declaration of Rights and the Statute of Westminster. But some of its most important features are no part of its formal and legal structure, and have little sanction beyond use and precedent.

 

The whole, like the law of the land, of which it is a part, is a blend of formal law, precedent and tradition. It can only be understood in the light of our national history and indeed, of the national character, which it has both expressed and moulded. It is the political aspect of our way of life.

 

Our national character, like the English language, is the result of the impact, adjustment and blending, under the new political and social conditions created by the Conquest, of two entirely different elements: a compromise and balance between two antithetical temperaments.

 

The ever initiating, constructive, domineering Norman had to come to terms with the slower Saxon, yielding in much, but tenacious of his rights and usages. Much interpreting of each to the other was necessary before either the English language or the English mind found themselves. There was much parleying locally long before there were Parliaments. New demands were made and complied with: but always on terms.

 

The habit of compromise, of give and take after free discussion, of readiness to see something in the case of the other side, sank deep into the national character. Only once in our political history was there a complete breakdown in the national temper. That was when theories of royal and parliamentary right, exacerbated by bitter religious controversy as well as by economic issues, led to a civil war and dictatorship.

[Today in 2005 the nation is once again divided on the important question of the Sovereignty of our Nation-State.]

 

The Restoration of 1660 was a true restoration, not so much of pre-Rebellion constitution, as of the ancient good temper of the nation. Its most significant step was the Charles II’s Act of Indemnity and Oblivion commended to Parliament by Lord Chancellor Clarendon in words, which no one who believes in the continuance of free government in this country should ever allow himself to forget:

 

“ The King is a suitor to you, makes it his suit very heartily. That you join with him in restoring the whole nation, its primitive temper and integrity, to its old good nature-good nature, a virtue so peculiar to you, so appropriated by God Almighty to this nation, that it can be translated into no other language, hardly practised by any other people….”

 

[Is this not as true today in early January 2005]?

Closely linked with thus compromising and reasonable temper is the sense of responsibility, which is, indeed, the most characteristic feature of our national political character. Our system of government is usually described as Parliamentary Responsible Government. [Well! we haven’t seen much of that since the 70’s -the era of that traitor Edward Heath and many other politicians since.]

 

It would be difficult to find a better description. But it must be remembered, first of all, that Parliamentary Government means government, not by Parliament, but to use the old phrase, government ‘by the King in Parliament’. Secondly, that the responsibility is not merely one towards the majority in Parliament. Ministers on taking office accept a first and dominant responsibility to the Crown, as representing the unity and continuity of the life of the nation and of the Empire [written in 1952], for defending the wider national and imperil interest.

 

They each [Ministers] accept a corresponding individual responsibility towards the particular services over which they have been called to preside. As members of Parliament themselves they are responsible to Parliament as a whole and to the nation for the effective working of Parliament as the centre of our national life, for the maintenance of full and free discussion of every aspect of government policy, and for the support of the Speaker in upholding the dignity and impartiality of debate. It is only subject to these wider responsibilities that, as Party leaders, they owe a responsibility to their own Party for promoting its particular views and forwarding its interests.

 

The word ‘responsibility’ has, however, two senses. It connotes not only accountability to an outside or final authority. It also connotes a state of mind, which weighs the consequences of action and then acts, irrespective; it may be, of the concurrence or approval of others.

 

It is the strength of our constitutional system that it encourages and fosters responsibility in the higher sense [That was in 1952] A British Government is not merely responsible to those who have appointed it or kept it in office in the sense in which an agent is responsible to his principle [Haven’t things changed today in January 2005]

 

It is an independent body, which on taking office assumes the responsibility of leading and directing Parliament and the nation in accordance with its own judgment and convictions. [This hardly allows a Parliament to undermine our thousand year Constitution by withdrawing the checks and balances in order to enslave the People in an alien connection.]

 

Members of Parliament are no mere delegates of their constituents, but as Edmund Burke pointed out, representatives of the nation, responsible in the last resort, to their own conscience.

 

[But Burke would not have allowed matters concerning the destruction of the Constitution to be left to any member of Parliament- In fact the main contention of patriotic members from and since was to warn of the need for stronger measures to protect the Constitution because of the lack of a written constitution. When the members of the House observed the Conventions of the Realm the danger was purely academic. Now these Conventions are ignored then we arrive in the perilous position we find ourselves today]

 

Nor is the responsibility of the Opposition in these various respects any less than that of the Government and of its supporter. On the Opposition rests the main responsibility for what was once the crucial function of Parliament [Are you taking notice of this comment Mr Howard] as a whole, while at the same time it directs its criticisms with a view to convincing public opinion of its own fitness for office.

 

It is with this importance of this responsibility in mind that Lowell in his Government of England said that:

 

“ The expression ‘His Majesty’s Opposition’. Embodies the greatest contribution of the nineteenth century to the art of government, that of a Party out of power which is recognised as perfectly loyal to the institutions of the State".

 

[Well! we see what damage the so called Opposition has done to our institutions of State over the past 32 years.] and ready to come to office without a shock to the political traditions of the nation [We don’t think so in 2005]

 

The same point was made by Lord Simon:

 

“ Our parliamentary system will work as long as the responsible people in different parties accept the view that it is better that the other side should win

than the constitution should be broken.”

 

[Well if Lord Simon was alive today he would be appalled by the attitudes of the three main political in the House in their collective desire to destroy the Constitution as existed in his day]

 

The combination of responsible leadership by Government with responsible criticism in Parliament is the essence of our Constitution [Not the play acting the public have seen over the past three decades in their cover-up of the dismantling of our Thousand year Constitution.]

 

To continue.-Our aim must be to preserve it through the inevitable changes which the needs and demands of each generation bring about in its outward structure and in the adjustment of its parts. [Not its total destruction]

 

No less characteristic is the instinctive English love of concrete detail and suspicion of abstract principles and logical deductions. Our Norman conquerors and the clerics and lawyers that came in their train could add copiously to our vocabulary. But they never succeeded in implanting the tendency, universal in countries of Latin derived speech, of arguing from general principles to particular conclusions.

 

Even in the domain of law the broad principles of the Roman Law were never able to displace the English belief that the merits of any particular case can be judged in the light of decisions on similar cases which had commended themselves.

 

[We have had experience of the workings of the Roman System of law introduced into our midst which has caused such chaos and will do great damage unless we leave the continental code to its traditional side of the channel.]

 

In mediaeval philosophy it was an Englishman, William of Oakham, who was the keenest critic of the Platonic notion that abstractions were something more than a verbal convenience, while another Englishman, Francis Bacon, could challenge the whole accepted order of thinking by his inductive philosophy and by his warning against the danger arising from ‘the spacious liberty of generalization’.

 

In the field of politics this has been no less characteristic. Except in the Civil War the appeal has never been to general principles, but to concrete demands and the remedying of specific grievances. Magna Carta is a jumble of such specific claims. If it embodied the principle of the reign of law it did so negatively by denouncing the arbitrary violation of it which marked King John’s [And now in 2005 King Blair’s tyrannical reign] exercise of power.

 

Our legislation, like our roads and old country houses, has been a continuous patchwork embodying the alterations required by immediate needs and rarely carried beyond them. We have, on the whole, benefited. The principle, which may seem to justify a particular measure, may be entirely unsuited to general application. [ Would Someone tell Tony Blair -yet again?]

 

On the other hand the instinctive leaning on precedent, in one sense conservative, may also lead itself to rapid and indeed revolutionary change. Within a generation [written in 1952] social measures like old age pensions and insurance, [ by Winston Churchill ] avowedly introduced on a small scale as a supplement to and encouragement of individual thrift, have blossomed into the quite different practice and conception of the Welfare State.

We now learn from the Daily Mail COMMENT on Christmas Eve that the Queen's Speech will cover the catastrophic fall in Values and Moral behaviour since the beginning of her 56 -year reign. This has been brought about by the actions of HER MINISTERS and the greater number of those in HER PARLIAMENT who have placed THEIR CONCERNS before the INTERESTS of THE PEOPLE and NATION STATE.

 

 As for the fact that HER PEOPLE feel LOST that has been the direct result of the actions of HER SUCCESSIVE GOVERNMENTS and the TRAITOROUS POLITICIANS including PRIME MINISTERS who have stealthily over the 56 years of HER MAJESTY'S REIGN have almost achieved their aim of ENSLAVING the PEOPLE to a FOREIGN POWER. 

The reason for the marked drop in the number viewing THE QUEEN'S SPEECH is no doubt because the mass of people have realised years ago that the MONARCH is powerless to PROTECT their WAY-OF-LIFE and events up to now have PROVED THEM CORRECT.

The Queen, Treason and the Coronation oath

Together with Churchill, King George VI saved our nation; he was a Monarch to be proud of. But his daughter the Queen is the only monarch to have broken all her coronation oaths, by signing these six treaties that abolish our common law, the British Constitution, the British and English nations, and our sovereignty. She has also committed treason, together with co-signatories Ted Heath, Margaret Thatcher, John Major, Tony Blair and Gordon Brown.

Realising that under the five Treason Acts they should already be hanging by the neck until dead, Tony Blair and the Queen signed the Crime and Disorder Act, 1998, which secretly abolished much of the crime of treason (s36.3) and reduced the penalty to life imprisonment - they didn't tell the MP's what they had just voted for.

1.4 million British Servicemen gave their lives for our independence. The Queen has thrown their sacrifices away and made them worthless.

At no physical risk to herself, she could have fulfilled her oath and duty as a constitutional check and balance, by refusing to sign the six treaties until an in/out referendum had been held. In the unlikely event the vote went against her, she was even more unlikely to lose her crown (not her life or a limb), and would keep her £9 billion plus palaces either way. Those servicemen's lives would still have meant something.

But she was always keen to sign; and said in advance she would sign the last treaty. Princes Charles, William or Harry can now never be King. You can't have a King without a Kingdom: they can only be princes of a region (principality) within Europe.

King Edward 8th was forced to abdicate because he was too overt as a German Nazi supporter. Mrs Simpson's divorce was merely the excuse. Between the ages of 12 and 22 Queen Elisabeth's political and constitutional tutor was Sir Henry Martin, a Fabian Communist. It seems clear she was well trained for her subversion and treason.

Because she waves and smiles at us most are fooled into thinking she's lovely; in fact the Queen is a member of the Illuminati, a Bilderberger, head of Freemasonry, is wholly pro the (German) EU, and has abolished this nation with ruthless determination. It is so obvious she cares nothing for Britain or the British.

The Queen's aspirations are not ours; she clearly serves a much darker master; the faith she defends cannot be the one we think it is. King George VI, the one recent monarch not indoctrinated with Nazi or Communist philosophy, must be turning over in his grave.

I ask that the law be enforced, and the Queen be tried for treason before 12 honest people, and not by our corrupt judges. And that the illegal section 36.3 Crime and Disorder Act be declared null and void, so that she can hang by the neck till dead.

The new EU Hitler doesn't have to get elected
Its worth noting that Adolf Hitler first had to get elected, if on a 35% minority vote, and then get his Enabling Act passed. An EU dictator has no such problems. Our EU rulers do not submit themselves for election now. And the Queen has already signed the Enabling Act (Civil Contingencies Act 2004).

The EU's Hitler will have a much easier rise to power, and will have the formerly British and French nuclear weapons from day one. Adolf Hitler killed 54 million people. The EU's dictator could kill a billion at the touch of a button, with no democratic checks and balances to answer to. How could any aspiring dictator resist the EU opportunity?
