WHAT HISTORY TELLS US ABOUT OUR RELATIONSHIP WITH THE CONTINENT.

The trouble is that the world is moving faster and faster. Ideas, methods, technologies and international arrangements change with dazzling speed.  The European Union was conceived in the late Forties. The idea goes back to the Thirties. The Treaty of Rome is nearly 40 years old. Not a single aspect of the EU reflects the thinking of the present generation. All of it mirrors the attitudes of Monnet, De Gasperi, Adenauer, Schuman- men born in the 19^th century who have been in their graves for decades.  They left behind an enormously complicated, rigid and difficult-to –change legal construction. But, meantime, the world has moved on.

 

 

Take tariffs, for instance.  The then Common Market was created to promote free trade within Europe at a time when duties were 25 per cent and more, when many imports were flatly forbidden and most countries ran quota systems.  All that is in the past.  The quiet but cumulatively revolutionary work of GATT has reduced tariffs worldwide to a mere 3.6 per cent and trade prohibitions and quotas have largely gone.  With Europe’s external barrier reduced to less than 4 per cent [Written in 1996] you do not need to be a member of the EU to leap it.

 

In fact, the added costs to manufactures which the EU’s social charges- especially the Social Charter- impose amount to more than 4 per cent on the price of goods.  That would explain why such outsiders as South Korea and the U.S. are increasing their trade with EU countries faster than most of those inside it.

 

Being old-fashioned, clumsy and complicated, the EU is proving mighty expensive, like all old bits of machinery. The EU [1996 – The figure is much higher today –July 2004 -see Bulletin in Euronotes.] costs Britain £7.7 billion gross, £3.5 billion net a year – and rising. If it were our decision, we would not choose to spend most of the £4 billion we get back.  The best calculation I have seen is the contributions and agricultural costs (from which we do not benefit) add up to £10 billion a year-1.5 per cent of our GNP.

 

We have to add to this the high cost of food, thanks to EU agricultural policies, which is reflected in the reduced competitiveness of our exports worldwide.

 

But perhaps the most dangerously out-of-date illusion of the EU is that size is everything-that if you do not belong to a big unit you are doomed to impotence and poverty.

 

All the economic success stories of the past quarter –century concern quite small nations-South Korea, Chile, Singapore, Hongkong, Taiwan and Malaysia.

 

Economically, the fastest-growing state in Europe is the Czech Republic [1996] The country with the world’s highest per capita income is Switzerland. Neither is in the EU or any other big grouping.

 

In a fast-moving world where technology change radically every decade and global negotiations of the GATT type are proceeding all the time, it often pays to be able to take quick decisions entirely in accord with your special national needs.

 

When you have to change direction fast, it is better to be a speedboat than a majestic supertanker like the EU where all the co-owners have to agree a change of course which itself may take years to bring about. *It could be that the city-state is the right model for the beginning of the third millennium, as it was in the first.

 

For all the reasons, we ought to look carefully and unemotionally at our legal arrangements with other European nations and see if they are the best ones for the present and future interests. And if we conclude that our full membership of the EU is too expensive and constrictive, we should look at alternatives.

 

There is the procedure negotiated by the EFTA-Norway, Liechtenstein and Iceland- with Brussels, and the Swiss arrangement.  Both guarantee free movement of goods into the European Single Market, but with significant variations.  Both Norway and Switzerland are flourishing. [Still today –July 2004] U.S. policy is to have no formal arrangements with the EU but simply to rely on GATT tariff lowering. This seems to be working well, too, in terms of U.S. exports.

 

Britain could calculate the advantages and disadvantages of these choices or opt for a special relationship of its own with the EU. [But our ‘Servant of the People’ will not let our House of Lords discuss the matter in 2004] We are a substantial power with an increasingly low-cost, highly competitive economy and there is no reason why we should not work out a deal, which is good for us and good for the EU nations.

 

Our overall strategy of working for a Europe of friendly, co-operative nation states rather than a centralised superstate is surely right. But it may be we are more likely to achieve this aim as an associate of the EU rather than a full member.

 

We ought to debate these practical questions calmly among ourselves. There is no need to call each other names-’xenophobia’! ‘Europhobe’!; ‘Europhile’!; ‘Quisling’!;

And the like. Let us keep the emotional temperature low [During Blairite days this is impossible –because he will not listen to the People] and look at the facts, figures, [Here again in 2004 our ‘Servant of the People ‘refuses to allow the House of Lords to debate this subject] pace of change and balance of advantage between freedom of manoeuvre and arguing from strength.

 

But let us remember the lessons of the past, too. As we decide, we ought to have at our elbows the shades of Drake and Marlborough, Pitt, Wellington and Nelson, Lloyd George and Churchill. [And many others] Their ancestral voices should have a say in the argument too.
