Cameron can't ignore devolution for England.

John Major is rarely seen as a visionary, but in the case of Scottish and Welsh devolution he was ahead of his time. During the last, desperate days of the 1997 election campaign, he made impassioned plea for voters to vote Conservative to save the Union. His call fell on deaf ears. Few understood the consequences of Labour's plans for devolution for Wales and Scotland for the Union and few were ever interested. They are now.

[What we remember were a Conservative Party which had become complaisant and arrogant and though it had a band of eurosceptic 'bastards' who did  a great deal of talking they did so in the knowledge that at least their jobs were safe. We attended some years before the 1997  a number of their  meetings but we found that the main theme was we will get there in the end and that we should trust them. WE DIDN'T and WE DON'T in 2007 after all this was a party which had signed every EU Treaty put before it which included the Maastricht Treaty final gateway to a UNITED STATES OF EUROPE.

The EDP came into being in 1994  - a few years after the signing by the Conservatives of the

MAASTRICHT TREATY

and later contested the 1997 General Election on a platform for the return of an English Parliament within a family of Independent Nation -States of a Greater Britain outside of the European Union.]

Devolution has always been a tricky issue for the Conservative & Unionist Party. In 1976, a young Malcolm Rifkind and Shadow Scotland spokesman Alick Buchanan-Smith resigned from the front bench over their support for it. Between then and the end of 2005 the party remained implacably opposed to any form of devolution. The 'D' word was seen as a precursor to an inevitable break-up of the United Kingdom. David Cameron's election changed that.

He made it clear that he believed devolution had to be made to work. this came as a shock to the three anti -devolution Welsh Conservative MPs. Cameron. Cameron had little alternative but to appoint an English MP, Cheryl Gillan, as shadow Welsh secretary. Gillan has charmed the Welsh proletariat and worked hand -in-glove with the leader of the Welsh Assembly Conservatives, Nick Bourne, as well as the party's young Welsh director, Matthew Lane, who has quietly rebuilt the party's campaigning structure.

[Of course this devolution was not to include ENGLAND a country which occupies 87 per cent of the land-mass in our island because as Cameron said only a few weeks ago it would be too expensive even though thousands of millions of English taxpayer's money mainly from the South East of England has found its way to our northern and western neighbours. There was also the £400,000,000 for the Scottish Parliament and the tens of millions for the Welsh Assembly.]

Mr Dale says: Their mark of success will be to become the largest opposition party in the Assembly and it looks as if they will achieve it. If only the same could be said of the Scottish Tories.

Cameron is far more popular in Scotland than the party he leads. The Tory brand in Scotland is so contaminated that many feel it is beyond rescue. We hear a lot about shy Tories who won't admit they vote Conservative in opinion polls, yet in Scotland the shy Tories have become virtually invisible - or they've decided to vote SNP to give Labour a bloody nose. For a party that only 50 years ago achieved 50 per cent of the popular vote to be floundering on 12 per cent is not a blip; its terminal unless something radical is done.

The radical option would be for Cameron to give the Scottish Tories full independence. Cameron's inner circle believes the Scottish party is virtually independent anyway. They have their own structure, their own list of candidates and they write their own manifesto. The problem is that no one in Scotland believes it. They believe that Edinburgh still takes its orders from London.

There is only one way to change that. The Scottish Conservatives need to become the Bavarian CSU of British politics. The problem is that to carry through change, you've got to have people to do it.

But it is not just Scotland that is giving Cameron a headache. One of the great mysteries of modern times is the failure of politicians of all parties to grapple with English devolution

It's a bit like the Fawlty Towers sketch where one can imagine Basil whispering:

"Don't mention England. I did , but I don't think I got away with it."

The Conservative response has been to adopt a policy of

"English Votes for English Measures"

On the face of it, it's fair and easy to explain, but only now are some Tories waking up to the fact that it's a short-term fix.

ENGLISH NATIONALISM IS STIRRING

In several recent polls, more than 60 per cent of the English believe that there should be some form of

ENGLISH PARLIAMENT

Several members of the shadow cabinet agree.

SO FAR CAMERON DOES NOT

In his article in this newspaper on Wednesday he said the answer was

"not a separate English parliament with more politicians spending taxpayer's money"

[The man's a buffoon . He opens his mouth without realising that it is the English South East with it's taxpayers that keeps the rest of the country running. Who paid the £400,000,000 for the Scottish Parliament and the millions for the Welsh Assembly. And why should the English foremost with their majority population not be first in line for their own devolution. A year ago one of Gordon Brown 's aides mentioned that the reason was that England would bully Scotland.  It is the English characteristic to being FAIR that has enabled this gross injustice to have been permitted for too long. As we have said on a number of occasions our neighbours have used this to their advantage -and who can blame them. In Scotland and Wales they celebrate their nationality without reserve -it is time the English realised the old adage

can only form an interim part of a long-term solution.

A County Prison, for low category prisoners and more secure accommodation for the persistent juvenile offender.

9. The creation of a Supreme representative Assembly which will consist of a Island Peoples Council (Round Table) of twelve members from each of the Nation States to maintain the security and economic stability of the British Isles.

Looking at the above list of aims from 1997 one can see how the New Labour Party have devastated our Institutions and destroyed our Armed Forces - withdrawn the local police and decimated the confidence in the maintaining of  Law and Order with their concern for the offender and distain for the victim -with sentences a mockery of justice and no prison space for over a hundred thousand criminals who should of been off the streets and the erosion of much of our cherished Constitution.

We have the retired Lord Chief Justice of England- Lord Woolf and his successor Lord Phillip  both harping on with their politically -correct mantras as if they have misunderstood the position of their activities is to see that

JUSTICE IS DONE

It is NOT THEIR job to be PROBATION OFFICERS but to put the GUILTY if it is warranted into PRISON and NOT CONCERN THEMSELVES ABOUT PRISON NUMBERS.

If these two Lord Chief Justices had been doing their jobs as the victims had expected them to do there would not be the prevalent fear that the OFFENDER is treated as a VICTIM while the VICTIM is treated as a CRIMINAL for not putting the rehabilitation of criminals first before their own concerns for their safety. What the peace loving citizen expects is that the perpetrator of CRIME gets the punishment the law demands and that the rehabilitation takes place in a secure accommodation. They do not expect their murderer-rapist-burglar etc to be returning for a ONCE-TWICE or EVEN THIRD attempt to terrify their Victim as the Press has detailed on many occasions over the past ten years and possibly longer.

A celebrated article of Magna Carta had made the king promise that he would not

 'sell, deny or defer right of justice'

Are not the Lord Chief justices guilty of defering the right of justice to the VICTIM who has placed his plaint with his protector in the confidence in

JUSTICE BEING SERVED?

As with local police forces the position of Lord Chief Justice should statutory require that the needs of the population are uppermost. The curtailment and punishment of CRIME comes FIRST and REHABILITATION to follow in a secure environment.

The proof of the above statement is evident to all who reside in our country and even international reports indicate that our communities live in one of the worst crime ridden and CCTV observed countries in the world .

In foreign affairs the Government and the so-called poodle- led Tory Opposition party have permitted the illegal invasion of Iraq a sovereign state and embroiled itself in an un-winnable war in Afghanistan.  It has interfered in the Balkans by the collusion of Germany in its aim to readdress the balance of power in the region with the help of Nato forces -in reality British troops of which 50 gave their lives in Bosnia. We also agree with the SNP leader Alex Salmond who denounced the Nato actions in Kosovo in 1999 as "unpardonable folly".

 The dictator forced upon the Serb people was our own confessed Bilderberger - Paddy Ashdown who is now enjoying his retirement while the minority Serb population left in that historic Serbian land are to be forced into an Albanian State.
