SPOT THE BOBBIE-ON -THE -BEAT -AND HIS 58 PAPER CHASERS IN THE BLOCKHOUSE * More police than ever ,but only 1 in 58 is on-the-beat. by Paul Simms [Daily Mail-March 19-2007]
Only one police officer in 58 is on patrol at any given time. The astonishing statistic, calculated from Home Office data, is an indictment of the RED TAPE -burden weighing on our police forces Although manpower has reached a record 143,000 officers in England and Wales, only 2,400 officers at a time make it out from behind their desks to combat crime. [One should remember that once the new EU CONSTITUTION is ratified by Parliament the Government in June 2007 it will have need of the total of 143,000 police officers on the beat in order to enforce the tens of thousands of EU regulations and directives which at present which have yet to be brutally enforced. Don't blame anyone but yourself (if it fits you )for the inactivity you have shown over the past 35 years.] In a town of 90,000 people, only four would be on patrol, while more than twice as many would be back at the police station filling in forms. The figures are a blow to Labour's claims that it is cutting bureaucracy and increasing the number of officers on the streets. Only last month, Home Secretary John Reid vowed to ensure 'administrative demands don't distort or get in the way of front-line policing priorities'. Jan Berry , chairman of the Police federation, said: People hear a record 143,000 officers and it sounds a lot, but the reality , as these figures show, is quite different. 'The Government obsession with TARGET and DATA COLLECTION -as well as the failure to provide an effective system to share information, has resulted in officers spending less time on the beat and this can only be at the expense of the public.' Figures released by Parliament by Police Minister Tony McNulty show that officers spend 14 per cent of their time on patrol. [One can see the Government's reasoning as the less police on the streets the less there is a need to find space in their cells for the few transgressors they accidentally fall upon on their occasional excursions into their once familiar territory. All the criminal has to do is wait until the once in a lifetime visit has taken place and then return to their task of Robbery/Burglary/Assault/Murder and much else. The police officer is rarely on the Beat so that he is at a disadvantage to the criminal in not knowing the complete layout of the land which is vital for a criminals quick get-away. ]
For all ranks, 19.3 per cent of the working day during 2005 and 2006 was spent filling in forms, writing letters and sending memos. When shift patterns, holidays and sick leave are taken into account, ONLY 17,000 of the 81,877 officers eligible for patrol will be on duty for an average eight-hour shift. Hours spent on patrol went down between 2004/5 and 2005/6, while time spent on paperwork increased. David Davis , the Shadow Home Secretary, said: 'Just last week I was in New York's Times Square and I saw more than a half a dozen officers in less than a minute. It is hard to imagine that happening in Piccadilly Circus.' Officers count as being 'on patrol' when they are visible to the public and free to respond to incidents. When dealing with a crime or query, they are not included in the figures. In an eight-hour shift, even a dedicated patrol officer SPENDS JUST OVER AN HOUR ON THE BEAT. [It reminds one of the typical war film where the SAS in penetrating a German compound just wait until the sentry has moved away on his appointed route and then the explosives are laid. On the streets England the rare sight of a police office will send the message to the criminal just wait an hour or two for the Bobby to move then we have plenty of time to get back to our full-time crime circuit. ] A Home Office spokesman said: 'These calculations do not accurately reflect how many officers are engaged in front-line policing at any one time. It is not helpful to isolate patrol policing as it is the only type of policing that matters, or as it is unrelated to any other policing.' [For years we have said that there should be a return to a full time Bobbie -on -the -Beat Only by being on that patch as a regular face in the community will the people respond in co-operating in the fight against crime. As we have also said is that the regular Bobbie thoroughly familiar with his patch is the first-line of defence for the householder. The Government has insufficient prison space so that it is leaving killers out on the streets apart from burglars and many other vicious criminals. We have a politically -correct Lord Chief Justice Phillips who has ignored the pleas of countless victims of crime as he appears to be in the wrong job as his inclinations are with the welfare of Criminals FIRST and the Victims LAST - IF AT ALL. OUR SUPPOSED LAW AND ORDER would be better described As NO LAW AND MUCH DISORDER
And The actions of the Government over the past ten years have shown that the biggest crooks are in THEIR GOVERNMENT * ONLY ZERO TOLERANCE OF CRIME
