In an age

when tin-pot celebrities

are showered with honours, the

Government

decides that

 

Detective Constable Oake

-      will get nothing.

-      TONY BLAIR was last night accused of betraying the memory of the FIRST British policeman murdered by Al Qaeda.

 

Special Branch officer Stephen Oake was stabbed repeatedly as he selflessly tried to protect colleagues from a knife-wielding terrorist.

 

At the time the Prime Minister heaped praise on his heroism. But in an extraordinary snub Detective Constable Oake has been rejected as a suitable recipient of the George Cross -and declared ineligible for any other honour.

 

A Government appointed committee questioned whether the father of three’s bravery was ‘greater than the call of duty requires’.

 

Astonishingly, it also suggested his nomination for the highest award for gallantry had been turned down because his courage in tackling Kamel Bourgass was spontaneous -who attended the 40-year -old detective’s funeral and later invited his widow to Downing Street for tea faced a barrage of criticism over the decision.

Paul Kelly, chairman of the Greater Manchester Police Federation, said:

 

‘If -as I believe -the Prime Minister is aware of this decision and concurs with it, then he has let down Stephen, his family, my colleagues and every law enforcement officer in the country.

 

My Kelly, who has seen the Home Office letter turning down any honour for the policeman, added:

 

‘Every officer who gave evidence in the trial of Kamel Bourgass said they owed their lives to Stephen’s actions.

 

‘He threw himself into extreme danger when he could have stood aside and waited for backup. He is a true hero and I am sickened by this decision.

 

Another high-ranking Federation official said:

 

‘If Stephen Oake had made a £100.000 donation to the Labour Party, an offer of a knighthood would have been in the return post.

 

‘Stephen gave his life for this country in a true act of heroism. He made a conscience decision to save the lives of his colleagues and members of the public.

 

‘It is disgraceful that he has been snubbed by the Government.’

 

Mr Blair’s high -profile attendance with his wife Cherie, at the funeral of DC Oake came at a time when the Government was intent on publishing the risk to Britain of terror attacks.

 

The officer’s murder in January 2003 became part of a much- hyped investigation into an alleged terror plot involving the poison ricin, supposedly hatched by a gang of Algerians in a flat in Wood Green, North London.

 

Despite much publicity, it later emerged that

NO RICIN HAD BEEN FOUND.

 

BUT Bourgass, said to have been running the plot, was one of Britain’s most wanted man when police stumbled across him in what had been expected to be a low-key immigration raid in Crumpsall ,Manchester.

 

Realising that he was about to be recognised, Bourgass went on the rampage with a knife. DC Oake, though wounded eight times and bleeding to death clung desperately to his attacker to protect his colleagues until Bourgass was overpowered.

 

Greater Manchester Chief Constable Michael Todd is understood to have nominated him for the George Cross last April, after the second of two trials involving Bourgass, currently serving a life-sentence.

 

The nomination was passed to the Cabinet Office’s

George Cross Committee,

chaired by Cabinet Secretary Sir Gus O’Donnell.

 

Other members included the Queen’s Private Secretary Sir Robin Janvin, William Chapman, the Prime Minister’s Appointments Secretary, and the Senior Civil Servant at the Home office, Sir David Normington.

 

Assurances from the Home Office officials suggested a bravery award would be a formality. BUT in an extraordinary U-turn

 

DC Oake

 

is to receive

 

NO RECOGNITION AT ALL.

 

The Committee could have awarded him the

 

George Medal

 

-the second most prestigious civilian honour.

 

Police Chiefs are stunned and appalled that they did not.

 

In a letter to Greater Manchester Police, Martin Parker of the Home Office’s Crime Reduction and Community Safety Group, said:

 

‘We have concluded that it would not be appropriate to make a recommendation for AN award by

 

Her Majesty The Queen.

 

‘We apply a number of broad criteria. One is the extent to which officers deliberately place themselves in danger greater than the call of duty requires; another the extent to which they show, or had the chance to show, the positive degree of courage required for a National, as distinct from a Local Award.

 

‘In considering this case it was felt that the circumstances were tragic but the considerable evidence did not suggest that the criteria of any gallantry awards were met.’

 

The George Cross was instituted by King George VI in 1940 as a civilian Victoria Cross. The last British police officer to win one, in 1976, was a Scotland Yard explosives officer Roger Goad, who tried to defuse an IRA bomb.

 

The outcry over DC Oake echoes Police fury at the refusal of an award to WPC Nina Mackay, 25, stabbed to death in 1997.

 

Her father, retired Superintendent Sid Mackay said last night:

 

‘YOU CAN PLAY A GOOD GAME OF CRICKET OR RUGBY AND YOU WILL BE HONOURED AND FETED BY TONY BLAIR.

 

You can reckon on being honoured if you make a few hit records or star in a few plays,

 

BUT

 

Do not expect to get anything if you die in the service of your country. The members of this Committee should hang their heads in shame.

Lord Paul: Indian businessman gave Labour £109,000 in 1996 -the year he was given a peerage. Over the next two years he gave Labour £200,000. more in donations.

 

Lord Puttnam of Queensgate: Film producer gave the Party £25,000 just four months before the 1997 election. He became a peer shortly after the election.

 

Lord Levy of Mill Hill: Millionaire music impresario and tennis partner to Tony Blair, Michael Levy was a key fundraiser who helped raise around £12 million for Labour from wealthy businessmen before the 1997 election. He was awarded with a peerage months after Labour’s victory.

Lord Salisbury of Turville: The Supermarket millionaire has been Labour’s biggest individual donor over the last decade giving £13.5 million. Handed Labour a cheque for £2 million in 1996 -and was rewarded immediately after the 1997 election with his peerage. The following year he became Labour’s Science Minister.

 

Lord Alli of Norbury: Former Managing Director of Planet 24 television, he made free Party Political Broadcasts for Labour. Planet 24 gave Labour £12,000 in 1998 -the same year Waheed Alli was ennobled.

 

Lord Bragg of Wigton: The Broadcaster and Author gave Labour £25,000 in 1997. A year later he was ennobled. In 1999 he gave the Party another £7,500.

 

Lord Gavron of Highgate: Gave Labour £500,000 in 1996. He was made a peer in June 1999 - and six days later handed Labour another cheque for £500,000.

 

Lord Berstein of Craigweil: Former Chairman of Granada TV, he gave a £200,000 donation to Mr Blair’s leader office months before the 1997 General Election. He was given his peerage in March 2000.

 

Lord Drayson: The Industrialist gave Labour £100,000 in 2001 -and saw his Powerject firm win a £32 million smallpox vaccine contract the following year. He was ennobled last year and weeks later handed Labour £500,000-followed by another £500,000 a couple of months later.

 

Lord Hart of Chilton: Close friend of Mr Blair, he gave the Party more than £5,000 in 1997. A City Lawyer, he worked as a special adviser to Lord Irvine and Lord Falconer before getting his peerage.
