THE LESS PEOPLE INVOLVED IN LOCAL GOVERNMENT DECISIONS THE DANGER TO ACCOUNTABILITY.

 

Whether it is OUR local Hospital, School- or even Police Force or whatever, we know that we can control what happens and ensure these different services are run for the benefit of ALL the community and not just for minorities of whatever complexion they form.

 

All must be treated equally and in that way there is no privileged section of the community demanding services that are not open to ALL.

 

In local affairs it means that a Council does not as in Teignbridge District Council in Devon search for ways to spend taxpayers money on politically-correct policies dictated to by Whitehall or Busybodyhall.

 

 The Council has admitted that it was defeated in its hunt for homosexuals to help [details later] but if what we are told that 1 in 10 of the population are homosexuals though this is no doubt a gross exaggeration nevertheless this group have the numbers to give their own support for their needs throughout the country as many other groups of people have done in the past and still do today as for over a thousand years in the Guilds Associations etc.

 

What appears to be forgotten is that there are millions of pensioners and others living on small incomes and it is not right that they should have to bear the extra cost of any sectional scheme to help particular parts of the community.

 

In fact no one should be asked to provide funds for any scheme, which makes a particular part of the community privileged above others in the services provided. 

 

Of course we accept that there are vulnerable sections of our community- the young –the old –the disabled or for any other measure which has the consent of the majority of the taxpayers and which in the main will be supported by Government Funding.

Possibly a Poll should be taken on any controversial measure because if that had been done in the north of England a riot a few years ago might have been averted. Nothing inflames passions more than councillors finding other politically-correct ways to spend local taxpayers money.

 

The more people involved in decision making the less possibility of corruption rearing its head.  The signatories to the EU treaties by member states - starting with the 1972 E U Accession Treaty which included Edward Heath a Nazi agent for over 60 years to the recent New European Constitution which if ratified would have destroyed our independence of over 1500 years in the making

If the Treaties had required at least a dozen signatories it would have made corruption much more difficult-we would all hope impossible

 

When decisions are taken whether at the local level or at a higher level it is important that the quorum taking part should be a minimum of 7 which is the generally accepted number round a table.  If an attempt were made to corrupt officials such a number would make it more difficult to achieve the intended object.

Local forces with local focus face changing times as overhaul looms.

THE BIGGEST shake-up of the UK’s police force threatens policing in our local communities, say some.  The Government pledges otherwise.  The Observer got behind the spin and talked with [a former] Warwickshire Chief  Constable …

The friendly bobby on the beat it seems is everyone’s vision of the ideal police officer.

 

It’s an image ingrained in the national consciousness from TV bobbies in Dixon of Dock Green and Heartbeat, to real coppers in real communities.

 

A paternal – or increasing maternal –pillar of the community known and respected by local families

 

Home Secretary Charles Clarke insists the Government will protect Bobbies on the beat.

 

The biggest overhaul of the country’s police force since 1974 – which will see smaller SHIRE forces such as Warwickshire merging with larger ones – will not affect community policing, assures Mr Clarke.

 

Warwickshire’s Chief Constable has some comforting words too.

 

The remaining tight-lipped about the future, both he and his bosses, the Warwickshire Police Authority, promise they will do everything they can to protect local policing.

 

BUT

 

Warwickshire Police Authority is certainly worried. So too is the Police Federation, which represents the UK’s 138,000 police officers.

 

Warwickshire’s longest serving Chief Constable Peter Joslin, is also worried.

 

 

Retiring just six years ago, he ran the county’s force for 15 years, and served the police for 44 years – all over the country from London to Leicestershire.

He has seen re-organisation and amalgamation of small police forces several times before.

 

Mr Joslin said:

 

“It is always the smaller forces that effectively get taken over by the larger forces.  The smaller forces come under the command of the chief constable from the larger force, with senior officers from the smaller forces losing their jobs.

 

“If history is repeated, it could be bad news for Warwickshire police, the second smallest force in the country.”

 

Worse, Mr Joslin fears hundreds of jobs in administration may be lost under the proposals, which it is estimated could result in up to £2.25 billion nationally in cuts in efficiency savings to bureaucracy.

 

Mr Joslin believes Warwickshire Police’s headquarters in Leek Wootton could even shut-with Warwickshire coming under the command of a HQ and control centre many miles away.

 

“ I wouldn’t be surprised if Leek Wootton is closed and sold off.  Getting rid of properties has certainly happened in the past.

 

“Decisions haven’t been made yet.  We will have to wait and see.  The amalgamation of administrative, training and traffic police could happen, and has already been done before.

“But we’ve got to be careful not to throw the baby out with the bathwater.

 

I have taught in 44 countries and our Police Force is the envy of the world, because it is a local force, controlled locally

 

“Day-to-day policing should stay as it is.  I would be very worried about forces being amalgamated.  They will live to regret it

If forces find it difficult to do certain things like major investigations they should certainly work together, but we should not take away from the job the role the have always had – of policing their OWN communities.

It’s essential the public know who’s policing them.  People in Warwick don’t want to deal with police in Birmingham for example.

 

If we merged with an urban area, it will be officers from a rural force helping out an urban force- not the other way round.  Birmingham for example has terrible crime problems.  Joint working has never worked the other way round, with one exception – the Miners’ Strike in 1984/5 when 800 officers from other forces assisted Warwickshire Police.”

[Well this Government has a policy of CONTROL from the centre and it is in line with its European Union ambition of bringing everything under Regional dictate.

 

As we have mentioned above the less people involved with command the easy it is for them to force policies abhorrent to local needs into operation by their appointed cronies.

 

The warnings have been around since New Labour started it clearance scheme with Psychiatric and Chest Hospitals and whatever without any care for the vulnerable people concerned. It was purely asset stripping as is the case with the reorganization of the Police Forces.

 

They had their battle with the attempted Kidderminster Hospital closure, which they lost and resulted in an Independent replacing the New Labour MP – but they have not given up.

 

There is talk that Warwick Hospital will be closed and this is no doubt the same as is happening in every part of our country.  The Government wants more CONTROL and CASH. With both it can as it does put its fingers up to their Masters (YES! that IS YOU) as they have confidently assured themselves that what Tony said about being a ‘Servant of the people’ is sheer bilge.

 

The people will have to put up with it after all they have let the Government get away with MURDER and CORRUPTION and what else we will hear of shortly.

 

Wherever you look around the country they are taking services away from local people into a regional perspective, which means longer travel and impersonal treatment, and the loss of their own established and prized local service.

 

The tendency over the years is for the governments to close small local hospitals because they say they are uneconomic but in fact such hospitals because they belong to the people in the area it is sure that patients admitted are more at ease with staff who may be from their own street and with time to talk and certainly keep the hospital clean and as a result the patients recover more quickly which in fact saves money.

Pensioner dies after 40 hours on a hospital trolley

 

A pensioner aged 84 who had been left on a hospital trolley for 40 hours because the hospital said it had run out of beds and as a result she died three days later of internal bleeding.

 

Can one possibly imagine that this would happen in a small intimate and friendly hospital – they would at least have attended to Constance Francis as quickly as possible and they would have found her a bed and with personal care and cheerful staff Mrs. Francis would have soon been home again with her family.

 

It is the nature of large hospitals that they have a larger turnover of staff.

 

They are moved from the Ground floor to the sixth floor or any floor and rarely stay long on a ward to be a familiar face with the patients so that a lonely elderly women on a trolley is no doubt someone who must be being looked after by some member of staff but among the multitude -WHO?

 

The best medicine is a friendly smile from a nurse who explains she is going to look after her and that she will not be treated as though she was in a chicken factory.

 

The Government is always saying the patient matters so we expect an investigation about the treatment of Mrs. Francis which would not of happened even in a third world country.

 

 

With the Police Force securely in its hands, King Tony has the weapon to bang to rights under the Terrorism Act any dissenting voices to his dream of taking England [Wales and Scotland-Northern Ireland] into the

United States of Europe.

 

He needs no warning that any further betrayal on his part and his cronies will have dire results, as there is now evidence that the day of reckoning is now closer at hand.

 

Over the next few weeks Tony Blair will no doubt contact his good friend Chirac and suggest that France must make a small but insignificant move on the CAP in order for our ‘Servant of the People ‘ to put back his full attention to the New EU Constitution. It will also, he will hope let him off the hook at the EU Presidency talks in Brussels on December 15 - a few week’s time.

It now emerges that Tony Blair is going to give up £1 billion a year of our rebate over the next 7 years without it seems any concessions from France and Germany on reducing the CAP-Common Agricultural Policy which is 40% of the EU budget which is putting tens of thousands of pounds in the pockets of particularly the largest land owners in the EU at a great sacrifice to the living standards of farmers in the Third World.

 

We marvel at the way Tony Blair has had the sheer arrogance to decide to give away to Foreign powers OUR money when he has already told the country that he will be standing down in the near future.

 

What it means in effect is that he can, as he has damage our country’s economic prospects without later being at his post to answer for his actions.

 

This is a dangerous precedent, which Parliament should investigate as a Prime Minister who has already done great harm to the country by the illegal war in Iraq and with other grave matters still not explained.

 

The practice of Prime Ministers declaring their intention to stand down without an immediate change in the holder of the office is derogatory to the same Great Office of State and the safety and good government of the Kingdom.

 

Tony Blair should GO as soon as possible to allow his successor to take the reins of Government and the great responsibilities, which go with that Office which the present holder has demeaned, desecrated and dishonored.

COUNCIL officials were adamant they wanted to stamp out discrimination against homosexuals.

 

They dreamed of lavishing them with support and understanding.

 

The only problem was they couldn’t find any. NOT A SINGLE ONE.

 

So three years and £3000 later Teignmouth District Council in Devon has finally admitted defeat in its hunt for homosexuals to help.

 

Yesterday angry questions were being asked in the district, which has a population of 120,000.

 

Councillor David Corney said it was ‘incredible’ the market research firm commissioned to track down minority groups had failed to find any.

 

The idea had been to ensure all had equality of access to services and to eliminate discrimination.

 

‘To suggest it was not possible to contact anybody is incredible,’ he said

‘I am concerned the research was not properly done,’

 

But Lynn McElheron, Teignbridge’s community initiatives manager, said the exercise simply proved expensive.

‘There was concern that the minority groups had not been contacted but to pursue it, would have cost more money,’ she said.

 

The council has been in touch with two trusts in the region, which dealt with such minorities, so their voices would be heard, she added.

 

The council commissioned the research to comply with legislation covering colour, race or nationality; religion or belief; sexual orientation; physical or mental disability; age and gender.

 

It seems the hunt for the only gay in the village, as personified by Matt Lucas’s character Dafydd in the BBC TV comedy Little Britain, might not be over yet.

Mrs. McElheron said a three –year action plan was being established to work towards the promotion of equal opportunities and good relations between those of different racial groups as well as the elimination of unlawful racial discrimination.

 

The search for homosexuals to help in the Teignbridge, Newton Abbot and Dawlish area follows pressure from Whitehall [It’s a wonder they haven’t changed the name to Busybody hall] on local authorities and QUANGOS to ensure they cater for minority groups.

 

Government doctrine argues that groups and authorities which say there are no significant minority groups in their areas are doing too little to fight discrimination.

 

Councils or organisations which fail to find minorities to help risk losing grants from Central Government or other sources.

 

Recent examples of groups bowing to pressure to serve minorities include the Lake District national Park Authority’s decision to scrap free-guided walks’ because they only attract the white middle classes’.  A private sponsor later rescued the walks.

 

The National Lottery’s Big Lottery Fund refused a grant of £200,000 for the Bowland and Pennine Mountain rescue team earlier this year.

 

It said it failed to do enough for ‘the needs of those at the greatest disadvantage in society’, in particular asylum seekers, ethnic minority groups and the disabled.
