Sir- Tony Blair (Comment , March 16 )
may not be keen on the Devolution Acts but he honoured Canon Kenyon
Wright with a CBE for his chairmanship of the Scottish Constitutional
Convention.
This organisation drew up the Scottish
claim of 'Right':
"Scotland's Parliament - Scotland's'
Right'
Every Scottish Labour MP signed this
DECLARATION and it was instrumental in reconstituting the Scottish
Parliament
That has left Parliament at
Westminster a hybrid body serving the [once] UK in reserved matters such
as Foreign Policy and Defence, and England in the domestic matters now
devolved to the Scottish Parliament.
MSPs are elected to serve their
national interests
[THEIR COUNTRY]
-unlike the MPs at Westminster. English
domestic affairs are dictated by MPs of Scottish seats who are not
answerable to their constituents in these matters. Thus the Westminster
Parliament is in no way an English Parliament.
We in England are saying "England's
Parliament-England's Right
-and this was echoed at the
Inauguration of the English Constitutional Convention by Canon Wright
himself.
What we are not calling for is
independence; we believe the Union can be preserved, but it will take a
politician of high calibre to call for the
CONSTITUTION of a NEW UNION
of EQUAL PARTNERS.
