An unscrupulous MEP can fiddle
more than £5000 a month in expenses because of flaws in the system, it was
revealed last night.
Chris Davis, leader of the Liberal Democrats in the
European Parliament exposed three expenses scams, which can more than double
the £59,000 salary of a dishonest member without fear of being found out.
He drew attention to the potential fraud to persuade
colleagues they must vote to change the discredited system, which bolsters the
image of Brussels as a gravy train.
‘In the European Parliament you would have to
possess honesty verging on the sanctimonious to stay true to your conscience,’
Mr Davis wrote in the frank article in The Sprout, a Brussels-based satirical
magazine.
The first scam exploits the arrangements for expenses payments to
MEPs, which, according to Mr Davis, ‘have been carefully crafted to make them
not only easy to fiddle but almost impossible to detect’.
He went on:
‘The brilliance of their design is that they provide less scrupulous
MEPs with the opportunity to pocket very considerable sums while assuring them
that they are behaving with absolute propriety’.
A prime example allows an MEP to claim £2,590 every
month from their ‘general expenditure allowance.’ Mr Davis revealed.
The allowance is designed to go towards office
costs, but given that no receipts are required, the payment can easily go
straight into a personal bank account.
‘Who knows where the money
actually goes?’ Mr Davis asked.
The second scam involves the Parliament’s pension fund [Yes!
Some do still have their special perks -no shortage of money here?] For every £1 paid into the voluntary scheme
by an MEP, another £2 is added from the public purse-tax free [For those on
the scams they can even fund their pension fund from the trough]
But members do not have to provide any paperwork
proving they actually put anything into the pension scheme themselves.
A crooked MEP might claim he or
she wants to pay £100 into the scheme and that sum is deducted at source, from
their office allowance before they receive it.
They are then supposed to transfer the same amount
from their personal bank account into their office account-but they never do.
‘Members are then supposed to compensate by making a
personal payment into the office account
it is assumed they keep.’ Mr
Davis wrote.
‘But what if no such payments have been made? What
if some MEPs are allowing personal pension contributions to be met out of
public funds? [YOUR MONEY]
Most people would regard that as a corrupt practice
akin to embezzlement.’ Given their
annual salary, MEPs could be expected to be putting 15%-£8,850-into their
pension fund every year.
If they do not refund the money from their own
pocket, unscrupulous members could easily help themselves to £737,50 of
taxpayer’s cash every month.
In all, 485 MEPs have signed up to the pension
scheme, including Mr Davis. ‘I’m not going to look a gift horse in the mouth,’
he declared.
He said the pension scam is ‘not uncommon’, although
there is no suggestion he is fiddling the system.
The third lucrative ploy involves travel
expenses. Mr Davis explained that MEPs
are reimbursed for air tickets on production of a boarding pass- but the
expenses payment may be ‘two, three or four times the price of the ticket’.
An MEP taking just four £200 economy flights around
Europe every month would be entitled to £800.
But if, to use Mr Davies’s figure a claim is made for first- class peak
travel at four times this amount, the refund would be £3,200 - a tax-free
profit of £2,400 every month.
The three scams could net a dishonest MEP £5,727.50
a month on top of their [monthly] salary [£4916.67] Given that there is no
procedure for auditing accounts’ every MEP can be caught up in a cloud of
suspicion’ wrote Mr Davis.
In 2002, the 50 -year-old Liberal Democrat was
himself criticised by a judge for wasting taxpayers’ money.
The North West MEP, from Oldham got himself arrested
for possessing an £8 block of cannabis outside a police station during a
protest against the drug laws. The
stunt cost the taxpayers £10,000 and wasted more than 100 hours of police time.
He was convicted of cannabis possession at
Manchester Crown Court fined £100 and told to pay £3,585 costs.

from the Daily Mail COMMENT on Christmas Eve
that the Queen's Speech will cover the
catastrophic fall in Values and Moral
behaviour since the beginning of her 56
-year reign. This has been brought about by
the actions of HER MINISTERS and the greater
number of those in HER PARLIAMENT who have
placed THEIR CONCERNS before the INTERESTS
of THE PEOPLE and NATION STATE.
As for
the fact that HER PEOPLE feel LOST that has
been the direct result of the actions of HER
SUCCESSIVE GOVERNMENTS and the TRAITOROUS
POLITICIANS including PRIME MINISTERS who
have stealthily over the 56 years of HER
MAJESTY'S REIGN have almost achieved their
aim of ENSLAVING the PEOPLE to a FOREIGN
POWER.
The reason
for the marked drop in the number viewing
THE QUEEN'S SPEECH is no doubt because the
mass of people have realised years ago that
the MONARCH is powerless to PROTECT their
WAY-OF-LIFE and events up to now have PROVED
THEM CORRECT.

the matter concerns the very LIFE of an
INDEPENDENT STATE we expect that HER MAJESTY
consider the arrangement to be AT AN END as
it would make a MOCKERY of the PRIME
IMPORTANCE of the MONARCH to protect our
inherited Rights and Liberties which HER
MINISTERS are endeavouring TO GIVE
AWAY.
We as loyal
subjects of the MONARCH who is the living
embodiment of OUR RIGHTS and LIBERTIES
ask at this late stage with only months to
the eradication of a FREE NATION STATE some
veiled comments that HER MAJESTY will

As for the
MORAL tone of the NATION STATE at this most
crucial time in ENGLISH CONSTITUTIONAL HISTORY this matter
should be left to CHURCH LEADERS who's
