With 'M' Stella Rimington -For years she ran our SECRET SERVICES Here in a rare interview, she delivers her stinging verdict on ID CARDS , BORDER CONTROLS AND THE INEFFECTIVE WAR ON TERROR.

At the start of the latest Bond film, Casino Royale Judie Dench, who plays 'M' -exclaims: 'Christ, I miss the Cold War!' The woman on whom she based her character, and even her clothes , is STELLA RIMINGTON -former director-general of MI5
Rimington made her name in counter-espionage against the former Soviet Union. But as the Berlin Wall came down, a new greater threat emerged with the rise of ISLAMIC TERRORISM Rimington saw a terrible irony: the sweeping away of borders across Europe gave easy access to terrorists. As a result she believes that BORDER CONTROLS is the KEY to COUNTER-TERRORISM.
'We have realised that the free movement of people is a great concept but if you have people who would kill you, there have got to be a lot more checks. It is sad that the ideals at the end of the COLD WAR -turned out not to be possible.
After she retired, Rimington wrote her controversial autobiography (Published just before September 11, 2001) -in which she claimed that terrorists knew perfectly well which countries had the weakest security protection. IS THAT WHY BRITAIN HAS BECOME A HAVEN FOR TERRORISTS? 'We are historically a very international community,' she says. 'regarded as a place people could come to. We believed in FREEDOM OF SPEECH and FREEDOM of MOVEMENT But those wonderful things also make it a place where people come to plot -a place for TERRORISTS.' Rimington, who left MI5 in 1996 and now writes spy thrillers, is increasingly concerned by the balance between SECURITY and CIVIL LIBERTIES She is worried that the GOVERNMENT response to the TERROR THREAT -has been to build up security and intelligence services so that we might bring about a BRITISH VERSION -of the EAST GERMAN secret police, THE STASI 'Governments tend to want to create new bureaucracies every time something happens. people talk about increasing the size of the SECURITY and INTELLIGENCE SERVICE -but there is a limit to how large you can make these organisations. Make them too large and you end up like EAST GERMANY -where you had THE STASI -with so much information that it couldn't cope with it. Or the KGB in RUSSIA. Intelligence Services can strangle themselves with the amount of information they have. 'I think we are going to need to accept that our INTELLIGENCE SERVICE -can't monitor everyone and everything. You can restrict everyone and their lives in an effort to obtain perfect security BUT THAT WOULD BE EXTREMELY UNPOPULAR.'

For this reason, Rimington opposes new security measures such as the introduction of IDENTITY CARDS -and she cheers the HOUSE OF LORDS -for opposing the Government on the detention without trial for suspected terrorists. 'I think we saw democracy working as it should: CHECKS and BALANCES In the end, the Government retreated from that. It behoves us all TO QUESTION WHEN GOVERNMENTS WANT TO BRING IN DRACONIAN MEASURES'
I ask whether the Government has failed to direct its resources to where intelligence points to dangers because of fear of upsetting cultural sensitivities. FOR INSTANCE: Is it right to stop and search everyone at airports in order not to be singling out MUSLIMS? ALSO -does directed intelligence lead to racial profiling?
Rimington answers with the wary and calm precision of a magistrate or a headmistress: 'You have to take action based on intelligence and ACCEPT the allegations of harassment. That is what INTELLIGENCE and POLICE WORK -is about -making difficult decisions in extremely sensitive circumstances.'
She believes, for example, that the role of the IMANS (Islamic religious leaders) should be scrutinised more closely.
'It seems that there are people calling themselves imans who don't fit into any religious category. It is up to the MUSLIM communities to decide, WHAT IS AN IMAM? -what background and what training they should have. And I think we should question when they apply to come to this country who these people are and what their status and claim is.' THE KEY TO COUNTER -TERRORISM INTELLIGENCE IS UNDERSTANDING THE MOTIVATION OF YOUR ENEMY -something that Rimington concedes is particularly hard in the case of men such as the July 21 bombers who were jailed this week after originally being given sanctuary and shown great kindness by Britain. 'It is very difficult for people who have been brought up in Western Europe to understand the level of fanatical hatred that these people have. terrorism was around from this source before we went into IRAQ and AFGHANISTAN BUT THERE IS NO DOUBT THAT IT HAS ACTED AS A RECRUITING SERGEANT FOR A LOT OF THESE YOUNG MEN BECAUSE OF THIS SENSE OF GRIEVANCE ABOUT FOREIGN POLICY IF WE HADN'T GONE TO WAR. I SENSE WE WOULD HAVE HAD SOME OF THIS-BUT NOT AT THE SAME LEVEL. *
[We have always maintained this point of view as a number of our bulletins since 2003 can testify. We have tried as hard as possible to find a point of difference between the view of Stella Rimington and ourselves and we must admit we have failed.] * During Rimington's time at MI5 there was a tussle for power between the POLICE SPECIAL BRANCH and the INTELLIGENCE SERVICES She wrote in her autobiography: 'Frankly, in my opinion, neither the intelligence - gathering techniques nor the assessment skills of the police were up to scratch.' It was a member of Special Branch who intercepted one of the July 21 bombers, Muktar Said Ibrahim, at Heathrow months before July 2005. He was on his way to Pakistan's jihadi training camps, but the officer let him go after Ibrahim claimed to be attending a wedding. WOULD AN INTELLIGENCE OFFICER HAVE BEEN SO LAX? It is difficult,' says Rimington evasively. 'It is important that everyone understands where they fit into the defensive measure against TERRORISM We have moved on a lot from the days I wrote about in the 1990's' During the Cold War, the great fear was that this country would be infiltrated by the Communists. Today, we face the threat of AL QAEDA -placing sleepers in the NHS and even, as revealed last week by the Daily Mail AT THE HEART OF SCOTLAND YARD. [Well in a politically-correct and diversity drive it was obvious that it would happen. The irony is that the police themselves have unwittingly forwarded the cause of the terrorists and we may never know the real extent of the damage done by this infiltration of enemies of our country. The terrorists have been delighted by the help they have received particularly during the past ten years from cover afforded by the failure of Government to realise where their disastrous policies would lead - now we all know -with 50 dead and hundreds wounded and a second intended onslaught only prevented because the chemistry was not too bright so maybe the falling standards in our places of education may after all have saved many lives. When one remembers the comment of the Police Commissioner Ian Blair on the radio just prior to the July 7, 2003 bombing saying that everything was rosy and that we had nothing to fear and then in short time the London bombings occurred. We wonder if one of the undercover Al Qaeda operatives in Scotland Yard had sowed the seed for this overstated self-satisfied good-news?] * So how can we be confident that there are no terrorists working in the intelligence services?
[WE CAN'T]
[In fact since Oct 10-2005 when we put on our website details of the activities of a drug ring within MI6 the proceeds of which were farmed out to the political parties. Other matters of treachery since before the Second World War when Edward Heath and Geoffrey Rippon together with Roy Jenkins who were recruited by the German Abwehr while studying at Balliol College, Oxford. This intelligence emerged since the death in July 2005 of Sir Edward Heath who had suffered an embolism in 2003 when told by his Nazi operators when supposedly visiting Salzburg -Austria for a Music Festival that British Intelligence now knew about his 60 years as a Nazi spy. Plans to interrogate Edward Heath were blocked by JOINT INTELLIGENCE (JIC) -level/by No 10 Downing Street. One of (INTERNATIONAL CURRENCY REVIEW) - cynical special sources commented: 'NO surprises there' - given that MI6 is headed by an operative allegedly considered to be an asset of French intelligence... And while we are talking about the head of MI6 the following article which appeared in the Daily Mail says it all.
MI6 Chief Sir Colin Figures who died recently resulted in this fascinating revelation in his obituary. One of MI6 's star spies, asked to hand on his contacts to a replacement, repeatedly failed to do so. In the end, the super spook was forced to admit that he had no contacts and had made everything up. The man was not prosecuted, but given [AS is usual in Blairland] a well-paid job elsewhere to silence him. Remember this story the next time someone cites 'Intelligence sources' as a reason to believe in some STATE sponsored PANIC. [Or just shout out loudly 'Forest Gate'] * [Daily Mail-Peter Hitchens-December 24-2006]
There are others yet to be unmasked in the future it is said so we know that there are still today in July 2007 traitors within our midst -WHO ARE THEY? ] * So how can we be confident that there are no terrorists working in the intelligence services?
[WE CAN'T]
It is a classic horror that existed throughout the Cold War and EVEN NOW Recruitment procedures will be carried out with infiltration in mind. 'says Rimington The fear is that MI5 is particularly vulnerable to infiltration because of its anxiety to recruit as many Arab speakers as fast as it can. 'You can't afford to drop your guard,' she says. 'But you do have to say to yourself: 'What is the motive of your enemy?" During the Cold War, one of the main motives was to infiltrate the other side. Nowadays, the main motive of terrorists is to carry out a terrorist operation. In other words, Islamic terrorists do not want to find out how we work, they simply WANT TO KILL US. 'I don't think we should take comfort from the fact that these latest bombs were botched. Creating home-made explosives is difficult and they will get it wrong, but they will get it right as well. I think movements among the elders of the Muslim communities to condemn these acts do matter Northern Ireland showed that you that you can only deal with terrorists when they have decided to abandon terrorism. The IRA decided to do so because they were no longer succeeding. Too many of their operations were going wrong and they were losing support. If Islamic terrorism started to lose support, it would be a turning point, but I don't think we've reached that point yet.' [It is obvious that even Stella Rimington is unable to divulge certain facts which is of the nature of her past job which will extend for the rest of her life. BUT as disclosed above information we received on October 10 -2005 states that the IRA which was until recently an off-shoot of German intelligence(2005) and that the IRA was told to begin decommissioning of their arms when told to be so by the Nazi DVD intelligence centre in Dachau Nr. Munich Germany. That was the time that it was all over for the IRA and Tony Blair's so-called success story was a cover for that event. It is no doubt the damaging effect of the disclosures of the International Currency Review on public morale that up to date we have been unable to secure further confirmation. But as shown in the past the facts slowly surface in time. ]

* Since Rimington left MI5, the intelligence service has taken a battering. The material produced with regard to Saddam Hussein in the notorious Alastair Campbell dossier, and which was used for the justification for the war in Iraq, was faulty. recently it was also revealed how MI5, under its then-chief Eliza Manningham-Buller, had allowed the 7/7 London bombers to slip through their fingers. Crucially. officers failed to follow up a vital lead concerning the mastermind Mohammad Sidique Khan. 'But during her time, they had many successes, too,' Stella says. 'She'd have got moral support from knowing she'd saved the country some extremely nasty attacks. 'Rimington believes that the 'sexed-up' Iraq dossier, which contained the phrase about Saddam having weapons of mass destruction which could be launched within 45 minutes, taken out of context seriously damaged the reputation of the INTELLIGENCE SERVICES.
'The role of the INTELLIGENCE SERVICES is to keep governments informed , so they can formulate their policies. WHAT WENT WRONG -was their wish to use INTELLIGENCE -to explain decisions that had been taken-and when you put INTELLIGENCE -into the public domain, you have got to make it firmer than it , often is. Intelligence changes, and what you think today may be different from what you may think tomorrow. My experience of a JOINT INTELLIGENCE REPORT
-is that it will say "on the one hand this , on the other hand that" IT IS FULL OF CAVEATS. [We have no objection to the case as established above but it is obvious if the matter is to make a CASE FOR WAR -then the criteria has to be tightened and the matter decided by the severity of the threat to the country and if that is undeniable then so be it. But as already well discussed the question of TRUST is the uppermost element in the equation and once that is lost then the country is in great danger. ONLY The removal of ALL who were implicated in the treasonable action of an illegal war which in the near future could be a matter for the International Criminal Court at the Hague will there be any possibility of TRUST being restored between the PEOPLE and the GOVERNMENT * A PUBLIC INQUIRY INTO THE IRAQ WAR
Even before October 10-2005 we have had for a few years our suspicions of the lack of objective independence of the JOINT INTELLIGENCE COMMITTEE confirmed as we have always felt that the COMMITTEE was a SERVANT of the POLITICAL ARM of GOVERNMENT as we have detailed above in the refusal of the JIC to question further the 60 year-old traitor Edward Heath in 2003.]
* UNFORTUNATELY, I think it has damaged the reputation of the INTELLIGENCE SERVICES You now hear people saying: "What do they know about anything?"
As she sips tea, it is hard to reconcile the quietly-spoken, 72-yeatr-old with Rimington's trouble -making reputation - breaking protocol by publishing her autobiography five years after leaving MI5. She has no regrets, but is still clearly angry with the MINISTRY of DEFENCE -whom she accuses of leaking an early draft to the SUN newspaper -in an attempt to scupper the project. [Well! - New Labour has much to hide and it would have been out of character not to have reacted in that way.]
'The MoD still have an unreconstructed male attitude to life. There was an artificial furore stirred up when they leaked the draft. I know it was the MoD. I see it as a male laddish thing.'
Since then, Rimington has written two thrillers about counter-terrorism and is about to publish a third book this time reflecting the changing threat. It is about rich Russian oligarchs living in London and an attempted assassination. (Coincidently, after she plotted the book, Alexander Litvinenko, a former KGB spy who had accused his former bosses of ordering the assassination of a [prominent Russian billionaire, was killed after being poisoned in London) Rimington'a attitude to such attacks is that we should treat them as crimes rather than a diplomatic incident. After the Cold War ended, she travelled to Moscow with the extraordinary aim of befriending those KGB officers who had been her former enemies. But there was no new era of co-operation.
'There are still far too many things between the two countries. The KGB remained similar to the way it had always been. I think there are fundamental differences between the intelligence services of RUSSIA and the WEST -and there probably always will be.'
[The connection between the German and Russian intelligence services is well known going back well over a hundred years. The Communist Government of Lenin who was himself a German agent. And things have not changed in the intervening years to 2007, as a close observation testifies. The whole edifice of the European parliament is a constant reminder of the Soviet Central Committee Plenum. The 'national' flags above the platform are interchanged with the European union's blue flag with its twelve esoteric stars. If this were replaced by a bust of Lenin and a hammer and sickle, it would be impossible to tell, from inside whether one is in BRUSSELS of MOSCOW. The form of the constituent satrap 'Member States' is retained, while the substance of their sovereignty is progressively usurped by this supragovernmental collective, which exists to replace, as explained in the INTERNATIONAL CURRENCY REVIEW -the Editor's (Christopher Story) book

The best foundation for an agent of a country is the love for that country because most arts can be learnt but not to have such a feeling for one's country leaves a vacuum for other agencies to fill. Therefore the intelligence services by opening their ranks to others simply because of culture and religion will always have to bear in mind the question of that person's loyalty to his adopted country. We have been informed by the above source* that the present head of MI6 has a French connection and as the German and French intelligence agencies are for all intents and purposes ONE we are surprised to find that man still in harness -possibly the new man in Downing Street will find him another job in Russia. Oh! that won't do as there is also the Russian/German connection.] * Rimington has never met Judi Dench, who plays that great fictional female spymaster, but believes the actress watched her give a lecture after she left MI5. For her role as 'M' in Bond, she copied Rimington's Jaeger clothes, her hairstile and her mannerisms. Yet, however much Dame Judi knows about Stella Rimington, one can be sure that Dame Rimington knows more about Dench.
[We are sure that after reading this enlightened article many people will agree fully with its content and regret that this no nonsense 'M' from the recent past was not NOW at the helm of our Security Services. What is needed is such a person of valued experience to be part of a select body to oversee the present heads of MI5 and MI6 to enable the public to see that the old days of political interference have gone and the resignation of the present head of MI6 would help greatly in this direction. Possibly the matter is another that Gordon Brown has on his 100- day HIT-LIST ?] WE SINCERELY HOPE SO! *
