On
June 10th don’t let them destroy Your Nation State
Whether
you agree for Britain to continue its close links with the EU or not we
are sure that the majority have no interest in being part of a new
super state of Europe.
For
a definition of Europe at the present time we refer you all to Brian White
–Professor of International Relations in his 2001 publication ‘Understanding
European Foreign Policy’ .His previous books include Issues in World
politics (co-editor).
The European Union as a State?
Is the European Union as a State that can be
analysed in essentially the same way that we might analyse the foreign policy
behaviour of, say, the USA or China?
The
notion that the EEC and later The EU might become a recognizable State
with some sort of supranational structure of government has certainly been an
inspiration of integrationists. …More recently the identification at Maastricht
of a Common Foreign and Security Policy clearly denotes the
collective aspiration of the EU to play a unified foreign and security policy
role in world politics….
The British Prime Minister Margaret Thatcher,
for example, was convinced that what she liked to call the ‘Brussels Empire’
was a European’superstate’ in the making, which if not halted would destroy the
sovereign independence of member states.
To
compare the EU with a State, we need some idea of what
constitutes a State. The conventional notion of a State encompasses
the idea of an exclusive territorial entity, with a centralized hierarchical
structure of authoritarian decision-making (a government in other words),
acting over a wide range of issues and not least, enjoying external
and internal sovereignty.
Using
these criteria of Statehood, there are a couple of senses in which the EU
is analogous to a State. But even here we must distinguish between
the EU and the EC (European Community. The member states that
signed up to the TEU (Treaty on the European Union) in 1991 were
not prepared to give the new Union legal status that would enable it to act
legally on the world stage.
…So
we can conclude that the EU is not like a conventional State even if it can act
in limited State-like ways- [Yet!]

We need to recall Winston Churchill’s famous Zurich
speech of September 1946.
"We are with Europe but
not a part of it.
We
are linked, but not combined.
We
are interested and associated, but not absorbed.”
