82 million Germans have no say as MP’s back EU
Constitution

GERMAN
MP’s
overwhelmingly backed the controversial EU Constitution yesterday after
Chancellor Gerhard Schroeder told them:
Don’t bother about details.
The German people were
denied a referendum by their country’s constitution despite mounting pressure
in recent months for such a vote to take place.
Schroeder told MP’s in the Reichstag in Berlin.
‘I would like to ask you in this moment, not to be too petty or too
obsessed by detail in starting at the odd half -sentence in the odd paragraph
that may not meet your expectations.’
Only 23 out of 594 MP’s voted against the
constitution. One was Peter Gauweller,
a conservative, who said:
‘It certainly doesn’t meet my expectations. I
believe the devil is in the detail, and always have been.’
He was one of the sponsors of a move to get the
constitution changed to allow a referendum on the issue, but the country’s
highest court threw out the application last month. He argued that a vote would have shown ‘deep-rooted’
dissatisfaction among Germans with the EU.
This follows resent stories in the German media
detailing the perks of Euro MP’s.
Some of his colleagues in the CSU party in Bavaria, a
rich state that has backed the stagnant trend in the rest of Germany were said
to be anxious about signing the treaty fearing it would have a negative effect.
But Schroeder claimed the treaty is not a one-size
fits all document.
‘It is human work. Of course it doesn’t fulfil every
hope and it doesn’t banish every fear.
The text of the constitution is a very good and fair compromise.’ He said.
The German leader ruled out the need for a
referendum, saying the parliamentary vote would provide sufficient ‘legitimisation’ for the document from the country of 82 million people.
Supporters of the treaty hope that yesterday’s ‘Yes’ vote in the German lower house and a subsequent vote in the
upper House on May 27 will overcome waverers in France
where a tightly-contested referendum takes place on May 29.
Schroeder has said he hopes quick German ratification
‘will set something of an example to others’
[Well! we all know now that the French people said ‘non’ and followed days later by also
the Dutch ‘nen’ - so denying the German
people a vote must
have confirmed to those outside Germany that it was up to them to stop the bandwagon from rolling on.]
On Wednesday [May
25], the Austrian
Parliament voted overwhelmingly to ratify the treaty, as did that of Slovakia
[the previous week on - May 11]
Greece’s
ratification [April 19] of the constitution was
completed after parliament rejected an opposition motion for a referendum.
The constitution must be approved by all 25 EU nations
before it can take effect.
EU chiefs were making frantic efforts yesterday to
provide French President Jacques Chirac with a ‘bribe’ for his people before
they vote.
Finance officials met in Brussels to discuss whether
to allow the French to slash VAT on restaurant meals from 19.6 per cent to just 5.5
per cent - a move
which could sway tens of thousands of voters.
[It didn’t work - as we all know]
The plan has been condemned as a blatant bribe. A spokesman for former French culture
minister and treaty opponent Philippe de Villiers said:
‘This is a clear bribe to French voters who are planning to vote
against the EU Constitution.’
EU chiefs last week said they would allow subsidised airfares
for some Corsicans flying to France, even
though it acknowledged it amounted to State aid to struggling airlines.
It also agreed to contribute a £55 million broadband
network in the depressed Limousin region.
Meanwhile, a protester dressed only in shoes and a G
-string with the ‘Non’ written on his chest, leapt from
the public gallery on to the floor of the French Senate yesterday.
