[This is no April Fool stunt though in reality it should be because the joke if there is one is on the British or more correctly the English taxpayer for letting their so-called representatives receive a lottery win for every year of their life.]

What is it about MPs and Money?

The news that taxpayers will have to fill a

£49.5million shortfall

in their pension scheme comes as the rest of us are told we will have to work longer or pay more.

It follows the revelation that several Ministers were claiming expenses for second homes that far exceeded their mortgage payments.

Many MPs use generous expense accounts to supplement their own or their family’s income.

A backbench MP’s total possible income is

with tax paid on just £59,000 salary

Not all MP’s use all this to line their pockets, but the system is wide open to abuse.

[And if they are successful in giving away their country they will have a bigger pot to plunder in the murky trough and cesspool called the

United States of Europe.

- which the UK taxpayer will have even larger contributions to make-as the EU Commission President has recently promised in his claim for more understanding and a greater Budget.

These are the maximum possible amounts of allowances and benefits:

Basic salary: £59,095

A modest enough stipend and the MPs have avoided increasing it because that would look bad, preferring to manipulate their expenses instead.

Ministers get an additional salary, ranging from £29,491 for the most junior to £74,902 for the Cabinet.

Pensions: £24,000

One of Britain’s most generous schemes, calculated on final salary and accruing benefits twice as fast as other public sector workers.

In 2002, MPs voted for a 25 per cent increase in the scheme’s value.

Experts say that after 27 years, they are entitled to a pension that would cost £1.29 million to provide in the private sector. Of course this comes at cost-to the taxpayer.

After bailing out the scheme with £25million in 2003, the Government slipped out the news this week [April 2006] that we will have to fork out another

£49.5million.

Additional Costs Allowance

£20,902

This is supposed to pay for an MPs second home, but most simply use it to supplement their income. An astonishingly 176 claim the maximum, down to the last £2.

And there is often little relationship between the most obvious cost -the mortgage- and the claim. Margaret Beckett has no mortgage but claimed £69, 757 over four years.

John Prescott’s repayments would typically have amounted to £12,400 over four years, yet he claimed £71,232.

MPs use this allowance to claim for ‘repairs’, council tax (no worry about this weeks rise, then), utility bills, telephone charges, a cleaner, food, fridges and furniture, decorating, insurance and even the TV licence.

All the Commons asks is that the bills for more than £250 should be accompanied by a receipt, and that MPs should avoid ‘extravagant and luxurious purchases’ not that we’d know because all such details are kept confidential.

The only losers are MPs unlucky enough to have constituencies in Central London. They have to settle for a much less impressive £1,618 London allowance.

Incidental Expenses: £19,325

This lets MPs claim even more for their home if it is also used as an office. That means more utility bills, taxis, the printing and sending of newsletters and so on. Some MPs are said to have charged for expensive fountain pens.

Staffing Allowance: £77,534

This allows the employment of three staff. Many MPs use it to supplement the family income, with around 40 employing family members.

The MP with the highest bill last year was Margaret Beckett on £91,136, presumably transferring some of her incidental expenses to this category.

Her husband Leo runs her parliamentary office, but we are not allowed to know how much she pays him.

Stationery and Postage: £52,038

Although this cannot be used for campaigning, some MPs appear addicted to Royal Mail. Leaders last year were Labour MPs Geraint Davies in Croydon, with £52,038 and Oona King in Tower Hamlets, £50,988. Both lost their marginal seats. Overall, postage costs were up 15 per cent last year, when there was an election, against 2004.

Members Travel: Maximum (ignoring Irish or Scottish seats)

This used to be a particularly outrageous fiddle, but the astonishing rate of 57.7p a mile for travel by car has been reduced to a mere 40p. MPs with neighbouring constituencies are know to share a car then claim separately. MPs are allowed free unlimited first- class rail travel to and from their constituencies, with 15 trips a year for families.

They can visit Europe and travel around Britain on parliamentary business. Top claimers include Labour’s Sir Stuart Bell (Middlesbrough), with £26,746 last year, and Paul Marsden, a one-term Labour MP who lost his Shrewsbury seat, with £29,982.

Computers: £2,064

MPs are all entitled to standardised equipment, so no-one can exceed £2,064.
