Valery Giscard d` Estaing – Why is he “X” ?
This same diplomat who is leading the attempt to introduce the New
European Constitution is a member of France’s elite technocrats known as “ X “
an old-boys network known as the Ecole Nationale D`Administration located in
the Paris sector “ X “ which has been in existence since 1946 .It is said to
provide ` a way of life favoring both team spirit and a sense of
responsibility`.
In order to give some light to this organization we quote the article from Mendes France’s journal, Le Courrier de la Republique in November 1965 ` Instead of a homogenous administration open to everyone, one sees established an aristocracy of a few thousand young men produced through privileged channels; the isolation of their education easily persuades them that they are destined to retain among themselves (and for themselves) the administration of the State, and above all of its best jobs. Less and less are they touched by doubts; the assurance of their elders and their own success convinces them that it is enough to advance confidently under their technique to make obstacles disappear. (You can see why Valery Giscard d`Estaing an ex. Finance Minister in the early years of ENA was chosen for his present job) The sharing of a certain exoticism of language or of modern administrative techniques or of economics; the sense of making up kind of network between bosses and dauphins of the great public and private businesses; the exhilaration, still hardly acknowledged, of feeling in their hands such means of action, and such docile underlings; all these make up the psychology of a senior civil servant, young and ardent, certainly devoted to what he considers the public good, but more inclined to define himself, or to let it be defined by his boss, than listen on the subject to the aspirations of the country.`. In the Paris student revolt of May 1968, ENA was as expected more cautious than the other students and refused to go on strike nevertheless, they did make a public statement –(by forty votes out of sixty-three persons present) condemning the brutal methods of repression, and they later debated proposals for reforming their own school, to democratize it and give less emphasis to the top Grands Corps. Their efforts were in vein!. It is in France where the idea of an `Establishment` or an all-powerful Elite is the result of a tradition of strong centralized government. Even after many calls for the process to be reversed on the contrary more power has been passed Elite Establishment. In the words of Thomas Carlyle ` of the
continental nuisance called ` Bureaucracy ` I can see no
risk or possibility in England. Democracy is hot enough here, fierce enough, it
is perennial, universal, and clearly invincible among us henceforth. NO DANGER
IT SHOULD LET ITSELF BE FLUNG IN CHAINS BY SHAM-SECRETARIES of the Pedant
species and accept their vile Age of Pinchbeck for its Golden Age. (They
hadn’t heard of Tony Blair) The above explains why it is impossible to blend our culture with the continent
because of their inability to change from a Centralized State to a Democracy
with respect for local government, which is the only acceptable tradition for the FREE Peoples of this Island. Over the next twelve months the friends of ` X ` scattered through-out
the French system will do all in their power to accomplish what Napoleon Bonaparte
failed to do when he closed all of Europe over two hundred years ago, in an
attempt to take away the ` Liberties ` of the English People. At this time in
our History we have the unprecedented action of a Prime Minister of these
Islands who is leading the fight to take us into an undemocratic and alien way
of life in Europe. If this is not treachery of the greatest magnitude I don’t
know what it is. Perhaps Mr Blair would like to enlighten us to his
interpretation of one who betrays his country?. In the words of an observer and English writer contemporary with our
war with Napoleon- “TREACHERY – Of all the vices to which
human nature is subject, treachery is the most infamous and detestable, being
compounded of fraud, cowardice, and revenge. The greatest wrongs will not
justify it, as it destroys those principles of mutual confidence and security
by which society can subsist” and one of England’s great poets who died defending
Freedom in a foreign land also felt strongly on this abominable vice when he
said ”There is no traitor like him whose domestic treason plants the
poniard within the breast that trusted to his Truth- Lord Byron. ( THE ENGLISH
PEOPLE). In the words of our greatest poet William Shakespeare on the subject
of TREASON “ The man was noble; but with his last attempt he wiped it out;
