I'LL REVEAL EVIDENCE THAT IRAQ WAR WAS ILLEGAL-SAYS ENVOY

A FORMER diplomat pledged
yesterday to release explosive documents claiming that the war in IRAQ
Carne Ross - who quit the Foreign
Office in protest at the war -told senior MP's that Britain's
involvement in Iraq had been a 'rank disaster'
He said he is now prepared to hand over
evidence he submitted to the Butler INQUIRY that undermines Tony Blair's
claims that the war was LEGAL.
His move threatens to reopen the
controversy about whether the Prime Minister put pressure on the
ATTORNEY GENERAL [LORD GOLDSMITH], the Government's top legal official,
to give the green light to British involvement in the invasion force.
The Government fought for two years to
prevent publication of Lord Goldsmith's advice on the legality of the
war. When the paper was finally disclosed, it appeared to indicate that
the Attorney General's view CHANGED AFTER PRESSURE FROM MR BLAIR.
Giving evidence to the Foreign Affairs
Committee in the Commons, Mr Ross said British Foreign Policy should be
measured on its effectiveness at relieving suffering. He added:
'If that's your measure of policy it
has been a rank disaster in terms of bloodshed. By that measure, the
invasion has been a much greater disaster than Suez.'
The former diplomat was Britain's
representative on Iraqi issues at the United Nations between 1998 and
2002. he left the Foreign Office after giving evidence to Lord
Butler's Inquiry into the build-up to the war.
He told the MPs that he has been
threatened with prosecution under the Official Secrets Act if he
publishes the evidence he gave to Lord Butler.
But he said he was 'happy to share' the
paperwork with MPs since it has been 'weighing on my conscience' for
Mr Ross told the MPs that legal
advice on the invasion was ignored and complained that officials were
not prepared to speak their minds. Instead they tended to say 'what
ministers want to hear' for the sake of advancing their careers.

In written evidence to the committee
yesterday, Mr Ross said:
'International Law was undermined by
the invasion of Iraq.
He also accused Tony Blair of
politicizing the Foreign Office. 'Promotion to senior positions had been
in part based on the political sympathies of officials. Those closely
associated with Number 10, and who are seen to be sympathetic to the
Prime Minister's prejudices, are swept into senior positions. 'Ditto]
In a further blow for Mr Blair, Sir
Jeremy Greenstock, who was the UK's ambassador to the United Nations and
then Prime Minister's special envoy in Iraq, went further than before in
warning that Iraq has helped Al Qaeda terrorists.
He told the Committee: 'Because of
the security deficit in Ira1q, terrorists are able to operate there as
they might not have done under Saddam Hussein. If the situation
continues or deteriorates further, there will be a longer-term
opportunity for Al Qaeda to commit terrorist attacks in Iraq and harden
their people in battle.
'Iraq has become a great cause in the Islamic
world and indeed beyond. Some young Muslims have been recruited to
terrorism in Iraq.'
Sir Jeremy was one of Tony Blair's
inner circle in the build-up to war in Iraq. To have him criticizing the
consequences is highly embarrassing for the Prime Minister.
The diplomats' comments came as two
mothers of British soldiers killed in Iraq challenged the failure of the
Government to hold a
FULL PUBLIC INQUIRY
-into the LEGALITY of Britain's
involvement in the conflict.

to go to war was directly responsible for the soldiers ' deaths and

The Appeal Court hearing, seeking a
judicial review, concluded yesterday but judgment is not expected for
