ANTI-SLEAZE WATCHDOG 'is TOOTHLESS' by Ian Drury [Daily Mail-Political Reporter-May 12-2008]
AN anti-sleaze watchdog appointed by Gordon Brown was yesterday accused of being A POODLE with little power to tackle MINISTERS. A report by MPs concluded that Sir Philip Mawer appointed by the Prime Minister last July , had VERY LITTLE INDEPENDENCE In fact, he could investigate allegations of misconduct by ministers ONLY if specifically asked by Number 10, the Commons Public Administration Committee said. In a damning judgement, the all-party committee concluded: 'The POST of INDEPENDENT ADVISER meets with NONE of the criteria we associate with INDEPENDENCE. It said Sir Philip was of 'LIMITED VALUE' and his ' hands are tied' adding that this is damaging his credibility in the eyes of the public. The findings are a devastating blow for Mr Brown who took power last year with a promise to sweep aside Tony Blair's era of spin and 'rebuild trust' in DEMOCRACY. Tories said it proved he was 'treating the British people like fool' and failing to keep his pledge to increase OPENNESS AND TRANSPARENCY. The Prime Minister had been rocked by a series of scandals, including his former Work and Pensions Secretary Peter Hain facing a police probe after FAILED TO DECLARE £103,000 in DONATIONS TO THE ELECTORAL COMMISSION. Sir Philip was appointed to police the MINISTERIAL CODE of CONDUCT the rulebook by which members of the GOVERNMENT MUST ABIDE. His remit involves ministers on CONFLICTS of INTERESTS and INVESTIGATE SERIOUSLY ALLEGATIONS AGAINST THEM. BUT today's report casts serious doubt on his effectiveness. It said the former Parliamentary Commissioner for Standards HAD NO POWER to launch his own investigation. -no staff of his own-no office and no budget. SIR PHILIP could also be DISMISSED by the PRIME MINISTER 'at any time and on any grounds' Committee chairman Tony Wright said: 'IT IS in the GOVERNMENT'S interest to GET THIS RIGHT. Ministers should be INNOCENT until PROVEN GUILTY like the rest of us- but the public won't swallow that as long as the PRIME MINISTER stills acts as JUDGE-JURY and EXECUTIONER. The post of independent adviser was created by Tony Blair in March 2006. But the first holder ,Sir John Bourn, was NOT ASKED to carry out A SINGLE INVESTIGATION -even though he was paid a salary of £30,000. * CODE of ETHICS [It is said 'The essence of all such codes [The code of ethics of the medical profession is as old as the OATH of HIPPOCRATES and it thus goes back as far as the fifth century B.C.] of professional ethics is that skilled service shall be faithfully rendered, with no ulterior object and WITHOUT ANY BREACH OF TRUST. The danger of a system of professional party politics, while it is still a new system [1942], is the ABSENCE OF THIS SPIRIT OF HONOURABLE OBLIGATION. The practitioners of the system are close to the MAINSPRINGS of the STATE. They are justified in using that position in the INTERESTS OF THE PROGRAMME and the POLICY OF THEIR PARTY; but they will be TEMPTED TO USE IT IN THE INTERESTS of THEIR PARTY ORGANISATION and THEIR PARTY ADHERENTS. It is difficult - though it is less imperative than it is difficult - TO DRAW A CLEAR LINE OF DIVISION between PROMOTION of POLICY of a PARTY and the PROMOTION of the INTERESTS of its SUPPORTERS. BUT IF THIS LINE IS DRAWN, skilled service sinks into INTERESTED MANIPULATION; ulterior objects are allowed to enter, and BREACHES of PROFESSIONAL TRUST are COMMITTED. THIS IS THE CAUSE OF THE CRY OF PROFESSIONAL CORRUPTION -which has been raised in many countries, AGAINST PARTY POLITICS, and AGAINST the WHOLE SYSTEM of DEMOCRACY of which PARTY POLITICS is an ESSENTIAL PART. It is also a CAUSE of the CRY of INEFFICIENCY which has ALSO BEEN RAISED. Instead of rendering skilled service, the party politician has SEEMED to be GUILTY of the DISSERVICE of INTERESTED MANAGEMENT of PATRONAGE and SPOILS; and DEVOTING HIMSELF to such MANAGEMENT, he has BEEN ACCUSED of THE CRIME of NEGLECTING THE CARDINAL INTERESTS OF THE STATE. PURITY HAS REVOLTED AGAINST CORRUPTION : PATRIOTISM HAS REVOLTED AGAINST INEFFICIENCY ADDED TO CORRUPTION: and in the name of both PURITY and of PATRIOTISM, PARTY POLITICS and DEMOCRACY at LARGE have been BROUGHT to the BAR OF JUDGEMENT. . . Corruption and inefficiency are possible in any government; they are even possible under dictatorships which prefer to save the STATE from THEM. But professional party governments, working under democratic conditions, necessarily live in the blaze of publicity, and wash their linen on the house tops. Their scandals leap to the eye: and their is no veil of censorship to shroud them from general view. [Earnest Barker-Reflections of Government] * Our plea must be as the words of William Shakespeare: 'O that estates, degrees, and offices were not derived corruptly, and that clear honor were purchased by the merit of the wearer.' And of the 18th century parliamentarian Edmund Burke -the defender of disinterestedness in the interests of democratic accountability and JUSTICE. 'Corrupt influence is itself the perennial spring of all prodigality, and of all disaster; it loads us more than millions of debt; takes away vigor from our arms, wisdom from our councils, and every shadow of authority and credit from the most venerable parts of our constitution,' * We know that Gordon Brown is an honourable man .He cannot disassociate himself from his past. Politics is as Prime Minister Benjamin Disraeli has said: 'that there is no gambling like politics' and in the words of an Irish politician Daniel O'Connell (1775-1847) 'Nothing is politically right which is morally wrong.' A great deal of what has happened in our country over eleven years has been the rejection of the above advice. To give a list would include almost all if not all of New Labour policy over the past eleven years. Mr Brown has ONLY to be HIMSELF whatever his apparent short- comings . He has been carried away by others who have no intention of being influenced by him and as a consequence he has been considerably weakened by OTHERS. His answer is to go back to his roots and ignore the tainted ideas about him and ignore the tendency of the political spectrum to be nothing less than all colours of opinion. Let there be a return to a LABOUR PARTY as with any political parties at WESTMINSTER and NOT the amalgam which is a destroyer of DEMOCRACY. It is said that every party is at least fifty per cent socialist and this has been necessary ingredient and what the majority of voters WANT IS A PARTY TRUE TO ITS PRINCIPLES.
* With the fervent and enthusiastic American elections in full swing it is time to reflect on the comments of a highly respected and highly treasured Second World War President of the United States of American -Franklin Roosevelt and take them to heart: 'There is among you the man who is not bound by party lines. You vote according to your common sense and your calm judgment after hearing each party set forth its programme. To you I say that the strength of this independent thought is the great contribution of the American political system.'-
[Once within the United States of Europe any chance of Party politics as mentioned above will be outlawed. What people are not aware of is that the Party System and election will disappear with Provincial elections and only parties acceptable to the EU will be allowed to participate. After all as we have seen in the build-up over the past eleven years the mishmash of issues are now indistinguishable from the tripartite cabal in Parliament.]
